Czech President, Government Lock Horns Over NATO Summit Representation
The government of Prime Minister Andrej Babis has moved to sideline Pavel from the July 7–8 alliance gathering, declaring that Babis himself, alongside the defense and foreign ministers, will lead the country's delegation, Radio Prague International reported Wednesday.
The row marks the latest flashpoint in a deepening rift between Pavel and the ruling coalition — a relationship already fractured by disputes over ministerial appointments, defense expenditure, and the broader direction of Czech foreign policy.
Pavel, who constitutionally holds the title of commander-in-chief of the armed forces, has pushed back firmly, asserting that the nation's founding legal framework empowers him to act as the country's representative on the international stage.
Cabinet officials counter that foreign affairs and decisions over diplomatic representation fall squarely within the government's mandate — not the presidency. Officials were pointed in their reminder that the Czech Republic operates as a parliamentary democracy, not a presidential system.
Babis acknowledged that Pavel's attendance at prior NATO summits occurred under "standard circumstances," but argued that the current geopolitical and fiscal climate demands direct Cabinet-level engagement, particularly on matters of strategy and defense budgeting.
Despite the hardening positions, Pavel has left the door open to a negotiated solution. Sources familiar with his thinking told local media he may accept a scaled-back role within the delegation — attending exclusively the sessions designated for heads of state.
"What matters is not whether I come out as a winner or loser in this — but what light it will throw on the Czech Republic," Pavel said, cautioning that the public infighting risks tarnishing Prague's reputation among its allies.
With the Ankara summit set to confront the alliance's most pressing security challenges, the Czech Republic's internal divisions are drawing precisely the kind of international scrutiny Pavel warned against.
